Pavement Management Plans: SLX performs visual inspection of roadways, sidewalks, and other flatwork. We assign asset condition ratings based on industry practice, and outline long term repair and/or replacement options and estimates.

Sewer Condition Analysis: SLX performs visual inspections and mapping of sanitary and storm sewers to assess structural condition, illicit inflows and infiltration, and alignment issues. We then prepare a plan which prioritizes repairs, and estimates repair and/or replacement costs.

Building Condition Assessment: SLX performs engineering assessments for buildings to assess structural integrity, condition of mechanical systems (HVAC, plumbing, Fire protection), adherence to current ADA regulations, and site evaluation (including pavement condition, traffic circulation, and lighting issues).

SLX performs detailed engineering reviews of development applications, for residential uses, commercial and institutional uses, and mixed uses on behalf of Planning Boards and Zoning Boards of Adjustment. Our reviews address engineering issues related to:

  • Variances and/or Design Waivers being requested;
  • Offsite and Offtract Improvements;
  • Traffic and Circulation;
  • Drainage;
  • Sanitary Sewer Impacts and Connection Fee determination;
  • Grading;
  • Permits required;
  • Photos of the existing project site;
  • Aerials of the existing project site (where applicable); and
  • Municipal development (proposed) that may impact subject application.

We also attend Board meetings, if requested by the Board, to address testimony by the applicant and the public that is related to the engineering aspects of development applications.

SLX evaluates parking networks (on-street and off-street) to determine:

  • Additional revenue opportunities and projections from existing parking inventory;
  • Whether the existing parking policy provides the appropriate balance amongst the different user groups (owners, customers, employees, and residents);
  • If there are opportunities to expand the parking network, and the phasing of the implementation of such expansion;
  • Whether the concerns of stakeholders subject to existing and proposed parking are reflected in proposed parking policy and operations; and
  • The appropriate design / redesign for the parking network to reflect policy and stakeholder concerns.

SLX provides independent analysis of parking payment technologies to ensure that such technology meets the short and long term needs of our clients. SLX ensures that our client does not over invest or under invest in payment systems.

SLX prepares Requests for Proposals that appropriately ranks features according to our client’s objectives. For example, while price is always an issue, additional features such as data transmission security and speeds, multiple payment options, and machine reliability are also important factors that should be part of the parking system evaluation and selection.

SLX can evaluate parking operations and provide recommendations to improve the efficiencies associated with enforcement, maintenance, collections, and implementation.

SLX can prepare Operations Manuals to ensure operational consistency and knowledge transfer to new employees.

Constructability Reviews
  • Constructability Reviews: This service includes review of draft construction drawings and specifications to ensure that proposed design is cost effective, and minimizes the potential for construction change orders
Construction Inspection
  • Owner’s representation services: This service supplements the client's in-house or third party construction management team, and provides field personnel to ensure that construction is being performed per the design.
  • Onsite inspection services: This service includes preparation of Daily Inspection Reports and photos, coordination with quality assurance testing inspection agencies (welding, concrete, steel, asphalt); and support of the Construction Managers / Engineers with RFIs, Submittals, Change Order Requests is also part of our service.
Contract Administration (CA)
  • Pre-construction CA services include preparation of bid package from construction documents (drawings and specifications), bid advertisement, bid evaluation, recommendation of bid award, facilitation of contract execution, performance bond review and distribution, and issuance of notice of award and notice to proceed.
  • Construction CA services include administrative support for change order management, issue management, submittal management, punchlist management, processing of payment requisitions.
  • Post construction CA services include maintenance bond receipt and distribution, and punchlist log maintenance, and processing of retainage release.

PM services include preparation of:

  • Requests for Proposals for design engineers, architects, and construction managers. Once retained, SLX manages these consultants to ensure that they are adhering to contract schedule and terms.
  • Review of all consultant and contractor invoices and change order requests for accuracy prior to submission to Owner. This service allows the Owner to focus on financing the project, marketing to end users, and concentrating on further development opportunities.
